Land use plan - effective
The land use plan (FNP) presents the main features of the intended land use for the entire city of Jena for a planning horizon of approx. 15 years and is kept up to date through amendment procedures. It organizes the land requirements for the individual land uses with a certain degree of abstraction and presents them in a coarse-meshed structural concept. The FNP does not create building rights. This can be seen from the fact that the intended uses are not shown for individual plots of land, but for larger building areas (no parcel definition). It is about the big picture and about what use should and should not go where. As a so-called preparatory urban land-use plan, the FNP has the function of binding the municipality in terms of planning, but it does not have any direct legal effect on citizens.
Effective land use plan 2006
The land use plan of the city of Jena in the version of September 2005 has been effective since the announcement of its approval on 09.03.2006 (see Official Gazette 10/2006 [PDF]). It consists of the plan section at a scale of 1 : 10,000 and the explanatory report (see"Downloads").

Amendment procedure for the effective land use plan
Due to various developments and projects and their effects on urban development objectives, new challenges arise for urban development, so that the land use plan is continuously adapted to the planning requirements. For example, the preparation or amendment of development plans may include provisions that can only be partially developed from the land use plan.
In accordance with the development requirement under Section 8 of the German Building Code, development plans must be developed from the land use plan so that the land use plan is amended in parallel with the development plan procedure. The procedural steps are the same as for drawing up a new land use plan, and the amendment requires approval.

Corrections to the effective land use plan
The land use plan is subsequently adapted for information purposes to an internal development plan in accordance with Section 13 a BauGB. This is an editorial process - the regulations on the preparation of urban land-use plans do not apply here. The correction becomes effective upon publication in the official gazette of the City of Jena as part of the development plan procedure.
