Overview of integrated urban development

Integrated Urban Development Concept Jena 2030+ (ISEK)

Jena is facing up to the challenges of future urban development. Against the backdrop of demographic change, the municipality's dwindling resources and finances as well as economic and social changes, groundbreaking strategies are needed.

How will the city of Jena develop, change and renew itself by 2030? What are the most important tasks for the future? What impetus needs to be given to preserve Jena's entrepreneurial spirit? These and other urban development questions have been discussed in an extensive participation process since 2016 with the development of the Integrated Urban Development Concept for the city of Jena. The ISEK was adopted by the city council in March 2018 as a cross-departmental, long-term action plan and forms the basis for Jena's future urban development.

The ISEK is divided into five chapters. First, the demographic, spatial and organizational starting position is explained. Based on the available materials, statistics and assessments by experts and citizens, the specialist framework conditions are described, evaluated and formulated as needs for action with a view to their significance for the city as a whole. The integrated development strategy includes the presentation of the seven future topics with the respective key projects and a spatial profile. The final chapter outlines implementation structures, identifies instruments and outlines a future evaluation of the implementation process.

Key objectives of integrated urban development

The city administration and the city's municipal enterprises have agreed on a mission statement that serves as an overarching strategic framework. This mission statement, which was adopted in May 2014, forms the basis for the formulation of key urban development objectives.

"In 2020, Jena is an internationally renowned high-tech center, characterized by a unique symbiosis between science and entrepreneurship.

As a growing and sustainable city, Jena is an attractive place to live, recognized for its family friendliness, cosmopolitanism, diverse modern culture and exceptional natural spaces. Pioneering developments in the educational landscape and social integration ensure opportunities for all.

The city administration, with its municipal enterprises and companies, acts in a public welfare-oriented and citizen-friendly, entrepreneurial and sustainable manner. It is regarded as a role model nationwide."

Three areas of action for the city are derived from these formulations, which are underpinned by strategic goals and largely measurable indicators. The fields of action relate to Jena as a business and science location, the quality of life and the role of the city administration and municipal companies. While the first two fields of action have an impact on the city as a whole and depend equally on the decisions of numerous stakeholders and partners, the third point is aimed at the city administration and municipal companies, which in turn ensure the city's ability to act.

The city's mission statement and formulated objectives serve as the overarching objectives for the integrated urban development concept.

The seven future themes for Jena

Instead of the seven wonders of Jena, seven future topics will determine the strategic direction for Jena in future. These include the external impact of the city (Light.City.Jena), in-depth regional cooperation (City.Region.Jena) and the ability of stakeholders to act (Strong.Action.Jena). Other important urban development topics that will be explored in greater depth in future are the opportunities presented by digitalization (Digital.Stadt.Jena) and the possibilities in the mobility sector (Mobil.Stadt.Jena). Sustainable land development (Effizienz.Flächen.Jena), quality of life and social coexistence (Mein.Unser.Jena) have been a central task of urban development for years and will continue to be so.

Each future topic is accompanied by a topic mentor. The topic mentors provide technical impetus and support the communication, consolidation and implementation of the topics and key projects. Evaluation and monitoring

The implementation process began in 2018 with the adoption of the integrated urban development concept, which was developed and communicated with the participation of a large number of urban stakeholders, administration and politicians. The key projects are characterized by different prerequisites. Some are already in the implementation phase or are taking up ongoing activities. For other key projects, however, the implementation and/or participation structures need to be established and responsibilities defined. A continuous and structured approach is required to accompany this implementation process. The ongoing coordination of projects and topics, publicity support and the involvement of topic sponsors must be ensured.

Implementation management is already anchored in the integrated urban development concept as key project no. 16 Strategic management. This is a core team that is responsible for interdisciplinary management and content preparation as well as organizing the exchange with the topic sponsors and other stakeholders. The working level serves to prepare and coordinate further work steps for the implementation of the ISEK key projects. This includes the development and coordination of content-related papers as well as the preparation of specialist discourses (future dialog) and a public participation platform (future forum).
