Intensify regional and inter-municipal cooperation

Approach to action
Many of the challenges facing the city of Jena can only be solved together with the neighboring municipalities and districts. For this reason, a reliable, workable partnership should be sought for the urban-rural area. The functional-spatial interdependencies affect a wide range of topics such as commuter traffic on rail and road, commercial space and open space development, housing supply and social and technical infrastructures.
By establishing a suitable cooperation structure, a trusting exchange and win-win situations can be created for all member municipalities. This informal platform is based on the voluntary nature and equal rights of all members and serves the early and regular exchange of information and opinions on current planning issues. Joint projects such as the development of studies, investigations and preparatory basic concepts are initiated and implemented. By viewing the urban-rural area as a coherent development area, common problems and interests can be identified and competitive situations can be reduced. This creates the necessary basis for future concrete and binding agreements between the municipalities.

Implementation status
Topic-oriented cooperation with numerous individual projects:
- Foundation of the municipal working group (KAG) "KAG Stadt-Umland-Kooperation" with surrounding municipalities on the topic of "sustainable joint settlement area development" (11/2022) → Cooperation in the areas of housing, commerce, mobility and green spaces
- Development of an urban-rural concept (currently in progress)
- Merger of Jena local transport + JES transport company (April 2024)
- Cooperation in other areas: Fire protection, commercial space development, infrastructure
