Key project 3 - "Digital Jena" strategy
Action approach
In view of the many opportunities and requirements that digital change brings with it, it is necessary to develop a digital strategy tailored to the city of Jena. The city administration of Jena is already using modern communication channels and technologies in various areas, thereby simplifying administrative procedures, making data and information available online and increasing the opportunities for urban society to participate in urban development processes via online platforms. These individual measures must be placed within an overall strategic, long-term framework and dovetailed with other areas of activity, strategies and activities of existing initiatives and networks.
Due to the rapid advances in technology and further developments, the digital strategy should be seen as an ongoing process. Based on the measures and projects identified, a central control center must be set up in the administration to coordinate and manage the implementation of the digital strategy and communicate it internally and externally. Changing framework conditions, needs and requirements can be integrated into the digital strategy in an open dialogue with the urban community and the digitalization process can be continuously adapted.

Action approach
For Jena as a business and science location, the increasing use of digital technologies is an outstanding task for future economic, social and political development. The new services and applications increase the demands on the speed and quality of data transmission. Nationwide high-speed Internet access is part of the provision of public services and is becoming a decisive locational advantage for the region.
Only fiber optic technologies will be able to meet the requirements and provide future-proof data transmission rates in the gigabit range. To this end, high-performance networks must be set up to connect administration, institutes, educational institutions, infrastructure, commercial locations and homes. These networks will be supplemented by mobile 5G and WLAN technologies, which themselves require connections to high-performance fiber optic networks. The activities of the players involved must be bundled and managed to ensure that the network is expanded across the board. The basis for this is a target network concept to be developed. Potential added value should remain in the region as far as possible.

Implementation status
- Broadband expansion in Jena - "White Spot Program" (WFP) 2017 - 2025
- Funded by the state broadband expansion program
- Construction and operation of the broadband network were put out to public tender in early 2019
- Construction started in spring 2022
- As part of the measure, 64 km of civil engineering work will be carried out and 147 km of fiber optics and 84 km of empty conduits will be created
- "Gray-spot funding" since 2022
- Comprehensive expansion to be completed by 2030
