Residential Area Monitoring
The housing market in Jena is under pressure due to positive population growth in recent years and high demand for housing. In order to better assess actual developments in the housing market and to establish a strategic basis for long-term planning, the City of Jena has been conducting an ongoing housing market monitoring programme since 2002. This monitoring programme – carried out in collaboration with the Housing Industry Working Group – incorporates data on 23,617 flats (as at October 2026) in the housing companies’ portfolios.
The city has set itself the task not only of providing sufficient housing but also of further developing the quality of the housing supply in Jena in line with changing demand for sought-after residential areas, flat sizes, fitting standards and rent levels.
Regular monitoring & establishment of the Housing Industry Working Group
Against the backdrop of a housing vacancy rate of over 10 per cent at the time, the city administration has been working intensively on housing issues since 2001. Coordinated action was necessary, and for this reason the Housing Working Group was established. In 2013, the Housing Working Group celebrated its 10th anniversary. This was marked with a public event. The speakers’ presentations are available for download.
The current shared objective is to strengthen housing construction in terms of both quality and quantity, covering both existing stock and new builds, whilst also responding to the diverse needs and specific requirements of different target groups.
Statements are made regarding the development of housing demand and supply across the city as a whole and within specific planning areas; forecasts on future market developments are drawn up; and recommendations for action are derived. These results are continuously evaluated and reviewed as part of an annual monitoring process and documented in the ‘Wohnstadt Jena’ concept (-> Downloads). The latest update to the monitoring report was published in November 2026.
