Plan content
The first draft of the development plan was drawn up in cooperation between the city of Jena and the Stuttgart-based office Stadtbauatelier, which was commissioned by SWVG.
As the original planning objectives, with the exception of point 3 (building site for mixed residential use on Erlanger Allee), had already been fully realized at the time of the resolution on the statutes in 2001 and the implementation of the latter provision was no longer foreseeable after several failed attempts, a revision and resubmission of the development plan was dispensed with after the resolution on the statutes in 2006 for cost reasons. The procedure has been suspended since then without achieving legal force.
The Lobeda framework plan emphasizes the urban character of Erlanger Allee. Furthermore, the link between Lobeda-Mitte and Lobeda-West (Karl-Marx-Allee) is to be strengthened. The area of development plan B-Lo 08 forms an important hinge for this. Strong uses can also trigger increased footfall along Erlanger Allee. Architecture and vertical structuring make it possible to depict the area as an urban "joint" in the middle of the district. The functional requirements are then complemented by the urban development benefits of the buildings.
