The aim of the development planning is to provide inexpensive municipal building land for broad sections of the population and to develop diverse residential construction at the location. In accordance with the land use plan, areas in the north of the city are to be predominantly developed for this purpose in order to avoid further congestion in the southern area of the city of Jena. Together with the nearby development plan area "Zwätzen-Nord", the housing site "Himmelreich" forms an urbanistic rounding off of the dense urban space.

The building areas are designated as general residential areas (WA 1 to WA 4). The 3-storey closed construction along Naumburger Strasse is intended to create a spatial edge in the sense of urban development by means of a continuous building height. Up the slope, the building structure breaks down into smaller and only 2-storey buildings. The development facilities and buildings are oriented mainly parallel to the slope.

The development facilities have been completed and most of the building plots have been individually developed. All plots have already been sold. The construction of a total of 486 residential units is planned. About 90 % of the designated building plots have already been built on (July 2014).
