The first draft of the development plan had been prepared in cooperation between the City of Jena and the Stuttgart-based Stadtbauatelier office commissioned by SWVG.

Since the original planning objectives, with the exception of point 3 (construction area for mixed residential use on Erlanger Allee), had already been fully realised at the time of the resolution on the statute in 2001 and the implementation of the last-mentioned stipulation was no longer foreseeable after several failed approaches, a revision and resubmission of the development plan was dispensed with after the resolution on the statute in 2006 for reasons of cost. Since then, the procedure has been dormant without reaching legal force.

The Lobeda framework plan emphasises the urban character of Erlanger Allee. Furthermore, the link between Lobeda-Mitte and Lobeda-West (Karl-Marx-Allee) is to be strengthened. The area of the development plan B-Lo 08 forms an important hinge for this. Strong uses can also trigger an increased frequency along Erlanger Allee. Architecture and vertical structuring make it possible to depict the area as an urban "joint" in the middle of the district. The functional requirements are then joined by the urban planning benefits of the buildings.

The plan area is fully developed and is currently under construction (July 2019).
