
Framework plan Neulobeda
With around 23,700 inhabitants, the Lobeda housing estate is the largest district in Jena. In recent years, it has been possible to eliminate the fundamental infrastructural deficits of the 1980s, reduce serious urban development and traffic deficiencies and improve the quality of the district through targeted residential environment measures.
With the construction of the new Jena University Hospital, the monofunctionality of the district with its focus on housing was broken up. Nevertheless, "living" still characterizes Lobeda. Around 90% of the housing stock has been partially or completely renovated to date. The quality of living has improved and meets current standards, as evidenced by the almost 100% occupancy rate. Further refurbishment and comprehensive neighborhood development measures are being continued and are shaping Lobeda's good impression.
Neulobeda 1995 urban development framework plan
The formulated goal of the urban development framework plan for Jena-Lobeda from 1995 was:
The monofunctional, monotonous housing estate should be transformed into a "normal" living space in the best sense of the word.
From today's perspective, Lobeda is a good residential location for people with low to medium incomes and, compared to other large housing estates, a residential area with a good social mix. Urbanity, connection to nature, identity and orientation will continue to influence future development.
The urban development framework plan for Jena-Lobeda, which was adopted by the city council in December 1995 as a self-binding plan, essentially comprises the first phase of the district's long-term development. At the same time, the main features of an overall concept were laid out and decisions were made in the direction of a future-oriented perspective.
In recent years, various further planning considerations have been made for the Lobeda district in order to specify the 1995 urban development framework plan in more detail and also to modify individual issues.
Update of the Neulobeda 2002 urban development framework plan
The 2002 update of the urban development framework plan, which was adopted as a self-binding plan, is to be understood as a coordinated compilation of the urban planning arguments with the economic considerations of the housing companies.
The original intention to comprehensively maintain and expand the substance of residential buildings and public facilities has changed significantly. In view of the forecast development, this approach is giving way to a more differentiated view of existing preservation and development potential in favor of a long-term functioning settlement area that must face competition from other residential areas.
This is particularly evident in the Lobeda-Mitte area between Stadtrodaer Strasse and Erlanger Allee, for which a completely new development perspective has been drawn up.
The master plan draws up new concepts for Lobeda-West, -Center and -East, which take into account the different development potentials of the areas:
- Lobeda-West: Urban living
- Lobeda-Center: Housing and services at the clinic center
- Lobeda-East: Living close to the countryside
At the same time and in close coordination with the draft framework plan, a residential development concept (Integrated Urban Development Planning / Urban Development Concept Housing for the City of Jena with focus on the Jena Lobeda area, 2002) was developed as part of the urban development concept for the city of Jena.
The main objectives of the framework planning
- Further residential environment design and refurbishment of the building fabric
- Better linking of the neighborhoods with the surrounding green spaces to be developed
- Demolition and restructuring of originally high-density areas, taking into account the residential development concept
- Utilization of the potential of the university hospital for the development of the Lobeda-Mitte area
- Development of the central areas by adding necessary uses and special design of the public space
- Overcoming disruptive dividing lines to better link the areas (A 4 freeway, Stadtrodaer Straße) while simultaneously upgrading adjacent districts
