The aim of the development plan was to create additional building plots in Jena in order to satisfy the increasing demand at that time. The content of the plan is the definition of access roads as well as the development with two-storey residential buildings in open construction. Along Karl-Liebknecht-Strasse, three to four-storey buildings are planned in a closed construction method.

Some of the planned roads and buildings have already been constructed. The southern area of the plan area is currently used mainly as garden land due to the lack of development facilities (July 2014).
